ArmInfo. The commission under the Prime Minister on introducing amendments to the Electoral Code at the second meeting made important decisions on the transition to a new electoral system. Changes will also affect the threshold for the passage of parties and blocs to parliament.
As the first deputy premier Ararat Mirzoyan said at the meeting with journalists, the commission established that the electoral system should be completely proportional, with closed lists. According to him, at the moment it is impossible to implement the normal application of the rating system in Armenia. The threshold for passage to parliament will be reduced by 1% for parties and blocs. According to the current Electoral Code is 5% for parties and 7% for party blocs.
Meanwhile, we note that in parallel with the government commission on reforms of the EC there is also a parliamentary one with the participation of all forces of the National Assembly. This commission tends to maintain the rating system of voting when it is modernized.
