ArmInfo. The European Court of Human Rights has deemed the three-year imprisonment of former Armenian Defense Minister Davit Tonoyan problematic and demanded clarification from the Armenian government. Davit Tonoyan himself stated this to journalists on February 18.
He noted that the court also recommended that the country's authorities settle. "They have three months to implement the ECHR's recommendation," Tonoyan said.
The former minister also stated that he has not yet had time to review the full report of the parliamentary investigative commission investigating the circumstances of the 44-day war in Artsakh. However, as Tonoyan noted, he was only asked to review the portion of the report that pertains to him and for which the relevant protocols exist. "However, according to the 'Rules of Procedure of the National Assembly,' I have every right to review the entire report. I have submitted a corresponding request, but so far no response has been received," Tonoyan emphasized. He also commented on the ban on chaplaincy in the armed forces. He believes that limiting the service of clergy in the army will not bring any positive results. "If I understand the situation correctly, this type of service is currently undergoing transformation. During my tenure, and when I was First Deputy Minister of Defense, I did everything I could to make chaplaincy more favorable. I highly valued their service even during war and crisis. Obstructing or limiting the service of clergy in the Armed Forces will not bring any positive results," he said.
Tonoyan also declined to comment on the situation with the Armenian Apostolic Church, citing the Church's responsibility for commenting. "As for me personally, I can only say that these processes are deeply regrettable," the former minister noted.
David Tonoyan is a defendant in a criminal case related to abuses in the supply of ammunition, including missiles. Also charged in this case are David Galstyan, the head of a company supplying weapons to Armenia, and Stepan Galstyan, former Deputy Chief of the General Staff of the Armed Forces. The former minister was in custody from September 2021 to August 2024. He was released on bail of 15 million drams.
