Against All movement presents concept for transforming political  landscape in Armenia

ArmInfo.  The "Against All" movement presented a concept for transforming the political landscape in Armenia.

At a press conference in Yerevan on January 29, one of the movement's  initiators, Aram Kocharyan, stated that their goal is to create a  so-called "self-dissolving party." He stated that the creation of  their political force will be officially announced on February 1. He  further emphasized their intention to win the parliamentary elections  scheduled for June 7, 2026, and implement three key legislative  changes within 100 days of their rule.

The first step, according to Kocharyan, is to abolish the stable  political majority, which grants one party complete power regardless  of the votes of the people. Secondly, he noted that they plan to  lower the electoral threshold from 4% to 1%, which will allow new  political forces to enter parliament and present their ideas to  voters. In this regard, Kocharyan recalled that in 2021, only two  parties (three parties - ed.) were able to overcome this threshold:  Prime Minister Nikol Pashinyan's ruling Civil Contract party and the  party of Armenia's second president, Robert Kocharyan. The third  aspect of the initiative, according to him, will be the inclusion of  a "Against All" option on the ballot, allowing citizens to express  their dissatisfaction with the current political situation.

He stated that once they achieve their stated objectives, they will  call new elections in the country and announce their  self-dissolution. "These will be the only elections in the history of  Armenia where the organizing force will not participate in the  electoral process," Kocharyan noted.

He emphasized that they recognize the complexity of their proposal  and that this is a problem they still need to address. "But we  believe that to preserve our statehood, it is necessary to explain to  the Armenian people how power is formed and the importance of  elections. All of our movement's resources are focused on this  agenda, and we are ready to do everything possible to implement it.  We strive to make this agenda more understandable, to explain to  people the meaning of participating in elections, so that ultimately  we will see greater participation and awareness in this process," the  movement's representative emphasized.

In turn, another co-founder of the movement, Hovsep Ghazaryan, noted  that the political system that has formed in the country prevents the  emergence of new forces with new ideologies in the political arena.   This, he said, leads to the fact that political discourse in Armenia  continues to remain within the framework of the confrontation between  the former and current authorities. "Our program has a clear goal: to  create a genuine parliamentary system based on balance. This agenda  is supported by figures and includes clear decisions. If we implement  this three-stage program, we will be able to lay the foundation for  Armenia to become a democratic country. Creating a balance of power  will eliminate the need for individual decisions in the country,"  Ghazaryan emphasized.

Another founder of the movement, Ishkhan Gevorgyan, in turn, noted  that the inability of any force to cross the electoral threshold is  currently effectively equated to a lack of votes for it. As a result,  Gevorgyan noted, whoever gets elected and wins the election decides  everything. In this regard, he explained the reasons for lowering the  electoral threshold from 4% to 1%. He argued that this change  increases the likelihood that no single force will be able to secure  a majority, and ultimately, political forces will be forced to form  coalitions and work together.

"Therefore, if one force proposes something that is not in the  interests of the country, other forces will be able to prevent its  implementation. This is currently impossible. By changing the system,  we can change the rules of the entire political field," Gevorgyan  concluded.
