RA Cabinet approves Action Plan for 2025-2027 within  framework of   Open Government Partnership initiative

ArmInfo. On December 18, during its regular meeting, the Government approved the RA Action Plan  for 2025-2027 within the framework of the Open Government  Partnership Initiative.

As stated in the explanatory note to the document, the Republic of  Armenia joined the Open Government Partnership (OGP) initiative in  2011 with the goal of ensuring transparency, accountability in public  administration, and citizen participation in public decision-making.

Over the past years, five national action plans have been  implemented, shaping a culture of open government and cooperation  between the government, civil society, and international partners.  During this period, several strategic reforms were initiated,  focusing on open government data policy, citizen participation in  governance, anti-corruption oversight, and institutional  strengthening of local ownership.

In 2025, Armenia was elected as a member of the OGP Steering  Committee, granting the country a new responsibility and opportunity  to contribute to the promotion of open government values and the  sharing of international best practices globally.

It is noted that the Action Plan was developed through the joint work  of the Armenian government, civil society, the private sector, and  international partners and includes six strategic directions in line  with open administration values. This project includes commitments  that were either incompletely implemented in the previous Open  Government Action Plan for 2022-2024 or not implemented at all. In  accordance with the Open Government rules, participating governments  are required to complete outstanding or unfulfilled commitments in  the next Action Plan. Given the parliamentary elections scheduled for  next year, the work plan exclusively includes previously unfulfilled  or unfulfilled commitments. The commitments have been reviewed and  aligned with the programs and strategies of the implementing bodies.  These include the following objectives:  strengthening the legal  framework for data and cybersecurity policies,  improving citizen  participation in public administration, implementing a new  e-procurement system and developing the institution of real  beneficiaries, -strengthening public participation mechanisms at the  local level, creating a digital registry to analyze risks associated  with gifts and corruption, and introducing a digital tool,  "Electronic Judicial Statistics," into the judicial system to  increase the transparency of judicial proceedings.

The new Open Public Administration Action Plan will continue digital  and participatory reforms in public administration, strengthen  citizen trust in government institutions, increase accountability of  public policy and ensure Armenia's participation and leadership in  global open governance processes.
