Ex-official to be allowed to travel to Germany for surgery 

ArmInfo.  The conclusions of the appointed forensic medical examination have been received in the case of the former Chairman of the State Revenue Committee, former Finance Minister Gagik Khachatryan. The conclusion was read out at the court hearing today by Judge Givi Hovhannisyan, from which it became clear that Khachatryan needs to undergo surgery in Germany as soon as possible.

Gagik Khachatryan is accused of embezzlement on an especially large  scale and abuse of office.  Khachatryan is charged under Article 308  (abuse of office, which through negligence led to grave consequences  - Ed.), Article 179 (embezzlement or misappropriation on an  especially large scale - Ed.), Articles 38-179 (assistance in  embezzlement - Ed.) and Article 314 (forgery in office - Ed.) of the  Criminal Code of the Republic of Armenia. On October 29, 2020, after  a year under arrest, he was released on bail of 120 million drams.

The court allowed Khachatryan to leave for Germany for surgery on  April 4, but immediately after the court's decision, Khachatryan was  charged in another criminal case and a preventive measure in the form  of a written undertaking not to leave was chosen against him, so he  did not leave for the surgery.

In addition to the criminal proceedings, within the framework of the  claims considered in the Anti- Corruption Court on the confiscation  of property of illegal origin from the former Minister of Finance of  the Republic of Armenia Gagik Khachatryan and 25 persons associated  with him, including Gurgen and Artem Khachatryan, the prosecutor's  office demands the confiscation of 210 real estate units, 13  vehicles, participation in 29 legal entities, as well as more than 33  billion drams-

In October 2024, it was reported that the European Court of Human  Rights (ECHR), based on a complaint from a group of advocates,  demanded that the Armenian government clarify the circumstances of  the failure to provide the former Minister of Finance of the Republic  of Armenia with the necessary medical care. As the lawyers noted,  while in Germany in 2019, Gagik Khachatryan, at the very first call  from the investigator, interrupted mandatory post-operative treatment  and returned to Armenia, where he himself appeared before the body  conducting the proceedings.

On April 4, the court allowed Khachatryan to travel to Germany for  surgery, but immediately after the court's decision, the former  minister was charged in another criminal case and a restraining order  was issued against him, so he was unable to travel for surgery.
