.Andranik Kocharyan on April war: At a certain moment a situation  arose when in some positions the ability to shoot was limited

ArmInfo. During the current month, a report on the events of the April 2016 war will be submitted to the Speaker of Parliament. Chairman of the Standing Committee on  Defense and Security of the National Assembly of the Republic of  Armenia Andranik Kocharyan stated this in an interview with  journalists.

He noted that the report is very voluminous. <The report will contain  sections that contain highly classified information, but there will  also be open sections. For my part, I will do everything possible so  that the relatives of the victims have the opportunity to familiarize  themselves with all the details presented in the report," Kocharyan  said.

The head of the Committee stressed that at the beginning of the April  war, the soldiers in the positions did not have a shortage of food  and ammunition. <However, at a certain moment, a situation arose when  in some positions the ability to shoot was limited. Why did it  happen? We will give an answer to this and many other questions. I  can say with confidence that we have found answers to a number of  very important questions," the MP stressed.

The MP stressed that Serzh Sargsyan and other representatives of the  then leadership of the country often raise the issue of violations in  the work of the army. "But I do not understand why then President  Sargsyan never once demanded that then leaders of the government  Hovik Abrahamyan or Karen Karapetyan eliminated these shortcomings  and violations ," he said.

At the same time, the head of the Committee stressed that in April  2016, officers and generals on the ground showed accuracy in  decision-making, avoiding mistakes.

Kocharyan also noted that only based on the results of the final  report, the public will have an opportunity to find out in which part  of the four-day hostilities victories were recorded, and in which  omissions, and whether the Armenian side solved the task set before  it or not. To note, the parliamentary committee to investigate the  circumstances of the April war in Karabakh was established in 2019.  On June 4, 2020, the Committee completed its work. The Committee  includes representatives of all factions of the National Assembly.  The purpose of its work is to identify possible errors, shortcomings  or inaction on the part of the then authorities during the  above-mentioned period of aggravation of the situation on the border,  which led to the death of over 100 Armenian servicemen.

The Committee was visited by  third President of Armenia Serzh  Sargsyan, ex-Minister of Defense Seyran Ohanyan, ex-Minister of  Defense of Artsakh Levon Mnatsakanyan, Chief of the General Staff of  the Armenian Armed Forces Artak Davtyan, ex-Prime Minister Karen  Karapetyan, former Minister of Foreign Affairs Edward Nalbandyan and  ex-President of Artsakh Bako Sahakyan participated in the meetings of  the commission via video communication, and  former chief of the  General Staff of the Armed Forces of Armenia, Yuri Khachaturov,  refused to visit.
