Political analyst: It will be more acceptable for Armenia to fulfill  the powers of the CSTO Secretary General by Semerikov than to  transfer the post to a representative of another state

ArmInfo.The processes taking place in the CSTO are not a game, but an international  political process in which each state protects its interests. The  political analyst Alexander Markarov said this in an interview with  ArmInfo correspondent, referring to the scandal surrounding the post  of the CSTO Secretary General.

At the same time, the political scientist added that each country in  this regard is ready to present its arguments on how the processes  within the CSTO should proceed.

He stated that Armenia, of course, is convinced that it must continue  to fulfill the powers of the CSTO Secretary General. "Of course,  Armenia should first of all be guided by its own interests in this  issue, and either keep the post of General Secretary, or compromise,  while developing legal mechanisms that will regulate the process of  replacing the General Secretary under force majeure circumstances,"  the political scientist said.

At the same time, Markarov believes that the compromise in this case  on the part of Armenia will be the preservation in this post of  acting. CSTO Secretary General Valeria Semerikova: "If the heads of  state still fail to reach a consensus on December 6, it will be more  acceptable for Armenia to automatically continue to fulfill the  Semerikov powers than transfer the post to a representative of  another state," the expert said.

To note, after the diplomatic scandal that erupted between Armenia  and Belarus, Acting Secretary General of the CSTO Valery Semerikov  commented: "As noted by the results of the Astana Summit on November  8, President of Kazakhstan Nursultan Abishevich Nazarbayev will be  continued by members of the CSTO Collective Security Council  consideration of the question of the Secretary General of the  Organization. As you know, we have an emergency situation: Yuri  Khachaturov, on the proposal of the Armenian side, by the decision of  the Council of the collective security has been relieved of his post,  and now the duties of the Secretary General of the CSTO are entrusted  to me.

 On 8 November, the CSTO members in Astana have several approaches,  including the implementation of the rotation principle in the Russian  alphabet provided for by the CSC decision (in this case, the  following is the Republic of Belarus). It was about this principle  that the President of Kazakhstan spoke about, summing up the  discussion in Astana. Another position (Armenia) is to appoint a  representative for the time remaining until the end of the three-year  period; many countries have questioned the effectiveness of such a  step. The Collective Security Council will continue to review this  issue traditionally in the spirit of constructive engagement and  alliance. At the same time, I want to emphasize that the decision in  any case will be taken purely in the format of the six CSTO countries  on the basis of consensus, taking into account the interests of all  parties. And I very much hope that the media will display excerpts in  various comments that do not reflect the reality of the current  process regarding the appointment of the Secretary General of the  Organization. In general, I want to assure you that the Secretariat  and the CSTO Joint Headquarters fully perform the tasks assigned to  them by the CSC to ensure the security of the Organization's member  states. "
