NA President: All the problems faced by Armenia should be solved through dialog

ArmInfo. All the problems existing in Armenia should be resolved through political dialogue, President of the National Assembly of Armenia Ara Babloyan stated on August 29, during the meeting with the Armenian Human Rights Defender Arman Tatoyan.

As the press service of the parliament reports, the NA President made a proposal for a meeting in his statement on the internal political situation in the country. Babloyan informed the Human Rights Defender that during his meetings with the Prime Minister and the President of Armenia, the parties noted their commitment to constitutional norms, noting that all steps to resolve existing problems should be taken through political dialogue.

In his turn, the Human Rights Defender presented his position on a number of issues raised by the President of the National Assembly of Armenia. In particular, Tatoyan noted, that any bilateral political process must be based on the rule of law. Each initiative must be based on human rights. One of the main indicators of the level of democracy in the country is freedom of speech, as well as the right to one's own opinion. In connection with setting up bodies of transitional justice, a study of the international experience on this issue has been organized on the initiative of the Human Rights Defender of Armenia. One thing is obvious, the establishment of any new body must comply with international obligations and the Constitution of Armenia. "As for the courts, it should be considered that the state power is exercised on the basis of the separation and balance of the legislative, executive and judicial authorities, which in turn envisages a judiciary independent both from the legislative and from the executive branches. The solution of problems faced by judicial system, must be consistent, in a strict but exclusively legal way, to ensure the continuous development of the system for the protection of human rights.Any question should be discussed and resolved solely by means of a dialog ", - said Arman Tatoyan.

To note, on August 27 and 28 Babloyan also met with the President and Prime Minister of Armenia. During the meeting, the parties discussed human rights for freedom of speech, regardless of their political views, freedom of the courts and transitional justice, as well as upcoming early elections to parliament and possible amendments to the Constitution.

To note on August 20, after the rally on which Prime Minister Pashinyan summed up the results of the 100 days of government's works, President of National Assembly made a statement related to the domestic situation in the country. The President noted that the regular social-political life of the country, the legal - constitutional relations of the state power bodies and the public solidarity are endangered.  At the same time Babloyan noted that he sees dangerous tendencies of dividing the society into mutually exclusive groups of supporters of revolution and counterrevolution, as well as the deepening of intolerance. The Head of the Parliament also stated that there were dangerous messages in Prime Minister Pashinyan's speech both to the Constitutional Order of the Republic of Armenia and the fundaments of statehood, which directly contradict the international commitments assumed by the Republic of Armenia aiming at building democratic state. Babloyan also considers that under the thesis of "transitional justice" an anti-legal hint of giving the retroactive effect to the laws was presented. At the same time the possibility of carrying out constitutional amendments in the National Assembly of the Republic of Armenia and the threat of ensuring the desirable outcome in any way is an obvious pressure and compulsion towards the legislative power by the Head of the executive body, Babloyan stated in his statement. In turn Prime Minister Pashinyan stated that there is no pressure and expressed readiness to meet with Babloyan.
