ArmInfo. Without the participation of Artsakh in the negotiations on the settlement of the Karabakh issue, it is impossible to find any solution. On May 22, Deputy Foreign  Minister of Armenia Shavarsh Kocharyan stated this.

He also noted that sooner or later Artsakh will certainly return to  the negotiating table. "Even the co-chairs of the OSCE Minsk Group  said that the fact that Karabakh is not involved in the negotiations  is conditioned by Azerbaijan's opposition, but the co-chairs  perfectly understand that Armenia can not negotiate instead of  Artsakh," Kocharyan said.

Kocharyan noted that if the Kazan agreement were adopted for this,  surely, Stepanakert's consent would have to be accepted, since most  of the issues concern specifically the NKR. According to Kocharyan,  when Azerbaijan wants progress in the negotiations, he is turning to  Karabakh. "For example, in 1993-1994, when the parties were going to  adopt a document on the cease-fire regime, Baku negotiated directly  with the NKR, and when the document was already ready, then Yerevan  joined it, that is, if Azerbaijan wants progress, it starts  negotiations with Stepanakert, and when Baku is not at his mercy, he  pretends that the NKR as a subject does not exist, which is why, in  the negotiations, there is no visible progress, however, the OSCE  Minsk Group co-chairs make every possible effort to bring the  conflict back on again e went into the escalation phase, "the Deputy  Foreign Minister stressed.

According to Kocharyan, that is why recently negotiations are  underway to establish security cameras on the contact line, however,  Baku does not agree to this.

Also, Shavarsh Kocharyan stated that the OSCE Minsk Group co-chairs  will arrive in Yerevan in June, during the visit the co-chairs will  meet with the Minister of Foreign Affairs. As for the meeting of the  co- chairs with the president or prime minister, at the moment, in  this respect, no agreements have been reached so far.
