Hrayr Tovmasyan became the new chairman of the Constitutional Court  of Armenia

ArmInfo. Former deputy of the National Assembly of Armenia and ex-Minister of Justice Hrayr Tovmasyan became the new chairman of the Constitutional Court of  Armenia. This became clear after the January 21 secret ballot in the country's parliament. For Hrayr Tovmasyan, nominated by NA Speaker Ara Babloyan, 64 deputies voted at 27 against, and 2 ballots were declared invalid.

Hrayr Tovmasyan, Chairman of the Standing Committee of the National  Assembly of the Republic of Armenia on State and Legal Issues and  Human Rights Protection presented the application for resignation on  February 16, as his candidacy was nominated as a member of the  Constitutional Court. Gagik Harutyunyan, the former chairman of the  Constitutional Court, could no longer perform his duties due to his  execution on March 23, 70 years of age, and he no longer has the  right to hold this post.

According to the Constitution of Armenia, the Constitutional Court  judges elect the National Assembly by at least three fifths of the  total number of deputies with a term of 12 years. The Constitutional  Court consists of nine judges, three of whom are elected at the  proposal of the president, three are from the government, three from  the proposal of the General Meeting of Judges. Judges shall remain in  office until the performance of seventy years. Hrayr Tovmasyan was  born on July 8, 1970 in the village of Darakert in the Ararat region.  After serving in the ranks of the Armenian army he received a law  degree, is a candidate of jurisprudence. From 1996 to 2001 held  various positions in the legal advice service of the Constitutional  Court of the Republic of Armenia. He acted as a lawyer in various  international programs. In the period from April to August 2001 he  held the post of Deputy Minister of Nature Protection of RA, and in  2010- 2013. - Minister of Justice of the Republic of Armenia. Since  2013. - Member of the Specialized Commission on Constitutional  Reforms under the President of the Republic of Armenia. 

In 2014-2017gg. - Secretary General-Head of the Staff of the National  Assembly of the Republic of Armenia. In April 2017 he was elected to  the National Assembly on the Republican Electoral List. He was  awarded the medals "Mkhitar Gosh" (2013) and "For Services to the  Fatherland", 1st degree (2016). He is the author of more than ten  scientific articlesfull and manuals. He is married and has three  children.
