Nikol Pashinyan: If in the near future the Council of Elders of  Vanadzor is not dissolved, we will address this issue to the  government

ArmInfo. "The Vanadzor Council of Elders should be disbanded soon, and early elections should be held," leader of the Yelk faction Nikol Pashinyan told a briefing in  the National Assembly on November 20.

He noted that the Constitutional Court on November 10 decided that  the meetings of the Council of Elders of Vanadzor are not legitimate,  since during the past 6 months no meeting was held with the  participation of the majority of the elders. Pashinyan stressed that  if the Vanadzor council is not dissolved in the near future, the Yelk  faction will address this issue to the government.

Touching upon the agreement signed between the Republican Party and  the "Armenian Renaissance " Party (AR) on the memorandum on  cooperation in the Vanadzor Council of Elders, which implies the  termination of the AR boycott of the meetings, Pashinyan stated that  this memorandum AB has consolidated its political demise.  In his  turn, the head of the RPA parliamentary faction Vahram Baghdasaryan  stated that regarding the dissolution of the Council of Elders of  Vanadzor inthe decision of the Constitutional Court was out of the  question, as it concerned the third paragraph of Article 64 of the  Law "On Local Self-Government," and it was declared unconstitutional.  According to Article 64 of the RA Law on Local Self-Government,  meetings of the Council of Elders of Vanadzor are considered  legitimate, if at least 9 members of the council are present at the  meetings ( so many votes are needed to make a decision). Thus, from  March 1, 2017, the Vanadzor Council of Elders held meetings of 15  people, that is, more than the law required.

"Of course, the" Elk "faction has the right to forward this issue to  the Government" however, I do not see the need for it. The meeting in  Vanadzor was held in accordance with the law. But the Constitutional  Court found a divergence of the Constitution with 64 articles of the  law "On Local Self-Government." Thus, we in the National Assembly  should bring the law "On Local Self-Government" in line with the  Constitution, "Baghdasaryan said, noting that this, however, does not  in any way provide for the dissolution of the Council of Elders.
