Karabakh MP: Artsakh falls into totalitarian abyss

ArmInfo. The deputy of the  National Assembly of the NKR, the chairman of the "National Revival"  party Hayk Khanumyan is convinced that Artsakh falling into a  totalitarian abyss from day to day.

According to him, the process began after the appearance of the  already existing constitution, the destruction of the political  system and continues with the adoption of laws provided for by the  new constitution. "The fact that Bako Sahakyan (the president of the  NKR-Ed.) wants to actively participate in discussions on the draft  law, but experience shows that the discussions do not make any  significant changes." The existing the option does not apply to local  self-government, I believe that the main goal of those who developed  it is not to give up any opportunities for the society.In accordance  with this bill all the power of local self-government is concentrated  in one hand, no counterweight, no opportunities for dividing the  power of local self-government in the above version. "There is no  possibility of influencing the decision even at the local level,"  Khanumyan said from the rostrum of the parliament, in this context,  noting that the bill gives power to only one force - the party of the  administrative regime.

He also stated that the administrative resource in Artsakh today is  in the hands of one person - the president of the country, and the  participation of parties in elections under similar conditions can  create only a general background, and not a real political process.

Khanumyan believes that the enlargement of the communities will lead  to a number of problems, the reimbursement of which is possible only  thanks to the adoption of such a law that will allow the residents of  the community to take an active part in its management.

"It is no secret that over the past years many families have left the  Qashatagh District. There is a specific number that I publicly do not  want to sound. The authorities believe that the reason is the lack of  proper infrastructure and poor-quality housing. Although in reality  the reason lies in the wrong management.  People left Qashatagh and  other areas because of inefficient and unfair management, however,  the adoption of this bill will increase the flow of migration,"  Khanumyan said. At the same time, he suggested holding discussions on  the issue in the Artsakh parliament.
