Forecast: In the absence of representatives of Nagorno-Karabakh at the negotiating table, progress is impossible.

A similar opinion was expressed by ArmInfo scientist of the Institute of Oriental Studies of the Russian Academy of Sciences, political scientist Alexander Skakov.  "This is the most important thing, and this is not counting the directly opposite positions parties to negotiations, public sentiment. In this light, expect breakthrough or at least progress in the negotiation process from one.

The meetings of the Presidents of Armenia and Azerbaijan in Geneva are not necessary.  The very fact of the meeting was conditioned, in my opinion, by the pressure of the OSCE Minsk Group mediator countries on Yerevan and Baku with the aim of resuming negotiations on a peaceful settlement of the problem, "he stressed.

On October 6, following the results of the Geneva meeting with Azerbaijani President Ilham Aliyev, Armenian President Serzh Sargsyan announced the absence of certain  agreements on the resolution of the conflict, underscoring the agreement on measures to reduce tension, with the aim of avoiding victims at the front line.

Another event that created an additional negative background on the eve of the meeting of the presidents, Skakov considers the attempt of the President of Azerbaijan to speculate Yerevan's consent to the Geneva meeting, presenting it as a retreat by the Armenian side from insisting on the need to fulfill the Vienna and St. Petersburg agreements.

The political scientist also stressed the fact of the greater pressure of the mediators on Azerbaijan, in view of the fact that it is absolutely unprofitable for the implementation of the Vienna and St. Petersburg agreements precisely Baku. In this light, Skakov believes that in Geneva this issue was discussed, but no decision was taken. Especially given the lack of a compromise that can satisfy all parties to the conflict.

After the April aggression of Azerbaijan, with more than 100 victims from   Armenian side, Yerevan insisted on the implementation of the proposals on the deployment of mechanisms for investigating incidents in the conflict zone in order to continue the negotiations at the highest level. Azerbaijan subsequently refused to sign the agreement.
