View from Yerevan:  Clearly understanding the impossibility of  Karabakh settlement, no attempts are made during recent several  years.

ArmInfo. Due to clear understanding  of  the impossibility of Karabakh settlement, no attempts are made during recent several years. Such an opinion was  shared with ArmInfo by Alexander Iskandaryan, the Director of   Institute for the Caucasus. 

During his recent interview to the first Public Channel Serzh  Sargsyan, the President of Armenia, voiced the provisions of the  Karabakh conflct  settlement which are similar to those sounded by  actual authorities.  Meanwhile, there is no sign  of readiness for  such compromises in Baku  even at the level of second-rank  potiticians, not speaking about the authorities. 

Conflicts like this is being solved during several decades of years,  sometimes even a shift of generation is required, meanwhile the  Karabakh conflict is young. And it is impossible to solve it just  expressing a readiness so sign any document. From the times of  Levon   Ter-Petrosyan  Karabakh stopped being an intellectual issue and it is  naive to expect the signing of any new Agreement between Armenians  and Azerbaijanians. Every clever and smart idea is voiced, all the  documents are on the table," he mentioned. 

The political expert sees the heart of the problem in the absence of  balance not provided by Madrid Principles. As a result every step of  Azerbaijani  side  faces Armenian rejection, and vice versa.Within   this, in expert's  opinion, everything will remain at its places in  visible future.  At that, according to the expert estimates, the  Azerbaijani policy becomes more and more strict, taking into  consideration the oil prices and  the developments in Azerbaijani  domestic policy. Iskandaryan is confident that Baku passed to the  April escalation from the level of sniper war , increasing  permanently the cannonades from light weapons up to mortars,  diversions and shooting down Armenian helicopter. At that, the  geography of  Azerbaijani military actions expanded simultaneously. 

" Such processes directly contradict the peaceful settlement process.  And  the co-chairs, in essence, are delaing with restricting the  violation and  not with the problem in essence. As the best, in   upcoming months the sides will succed only in the observers placing  issue," Iskandaryan summarized.
