Artsakh public entities concerned about Armenian President Statement  regarding territories return

ArmInfo.Artsakh  public organizations came out  with a statement expressing their concern about the latest interview of the press secretary of Armenian President 

Vladimir Hakobyan, claiming that " the issue of returning any  territories could become actual only upon the adjudication of Nagorno  Karabakh status." 

The statement of public organizations particularly accentuates, that  the conflict settlement tools proposed by Madrid principles are  unfair and contradicting national interests of Armenian people. 

The authors of the statement accentuate also, that  no option of  conflict settlement could be accepted without approval of  Karabakh  people, and that is absolutely logical due to the international norm  of self determination, which is one of three main  principles, taken  as a basis in the negotiation process. 

Further the statement reminds that Artsakh people yet in 1991 voted  for own independence in conformity to all the international norms.  "The NKR boarders are defined by the Consttution, adopted in 2006.  NKR has no  territories comprising so called "security zone." All the  territories are within the borders of Artsakh," the statement reads.  The authors of the statement appreciate all the international efforts  aimed at the peaceful settlement of Karabakh conflict, reminding that  any decision taken without Artsakh, will not be adopted by its  people.  The statement was signed by 11 public organizations of           Artsakh.  To note, during  an interview to Rossiya Segodnya   President of Armenia Serzh Sargsyan stated that that in 2011 the  sides of Karabakh conflict seemed to be at the edge of solution and  were ready to sign the appropriate document.  Unfortunately, in Kazan  Azerbaijan refused to sign it, and after that keeps setting new  requirements. 

 President of Armenia did not highlight all the provisions of the  conflict package settlement suggested by the OSCE Minsk Group, which  are, in essence are integral parts of each other," the press  secretary accentuated. According to Hakobyan, President mentioned  that the first clause of this document is the self- determination  right of Artsakh people. Referring to Sargsyan's speech during RPA  16th conference, the press secretary stated that all the other  clauses of the document proceed from this one. "All other issues will  be logically and fairly solved within the process of settlement.   While this question exists, while the status of Nagorno Karalakh is  undefined, no other problem could be solved," Hakobyan voiced the  President's quote. 

At that, President added that the OSCE MG suggestions package fixes  the necessity of connection between Armenia and Artsakh. "This  question has been raised many times both by Armenia and by co-chairs.   Moreover, that concerns   not to simple road, but to a sustainable  and safe connection routes that should be secured from any aggression  of Azerbaijan. Especially after Aril war, considering the ongoing and  immediate threat to the people of Karabakh, the current status of  neighbor regions in more than justified,"the press secretary stated. 

Anyway, as President Sargsyan mentioned, Armenian side is  still  ready to return to that format. That statement caused a large public  resonance in Armenia and Diaspora, and a clarification was delivered  by the President's press secretary Vladimir Hakobyan, that the  question of returning the territories could become actual only upon  adjudication of Nagorno karabakh status.
