
ArmInfo.Artsakh Parliament Speaker Ashot Danielyan announced the formation of a multilateral commission to study the feasibility of using the budget funds of the Nagorno- Karabakh Republic (NKR) starting January 1, 2023.
As the Speaker of the Artsakh Parliament explained in a statement distributed by the Artsakh Information Headquarters press service, this need arose due to the recent widespread public debate on issues related to the management of the Republic's state funds, as well as the transparency of state bodies and institutions. Danielyan noted that public interest in these topics is entirely natural and deserves a clear, well-founded, and responsible response.
"The National Assembly of the Republic of Artsakh, emphasizing the importance of strengthening public trust and ensuring the principles of accountability and transparency, supported the initiative of Artsakh public organizations, within the framework of which I instructed the creation of a multilateral commission to study the appropriateness of the use of budgetary funds starting January 1, 2023, including the financial activities of state-established organizations. The commission includes representatives of the legislative and executive branches, members of the Public Council, as well as representatives of public organizations and various sectors of public life, which will ensure maximum objectivity and diversity of opinions in its work," the Speaker of the NKR Parliament stated.
At the same time, he noted that various publications and statements have recently attempted to cast doubt on the activities of the Artsakh representative office in Armenia and the use of funds without factual basis. The Speaker of the Parliament emphasized that each such issue must receive a substantiated and factual assessment based solely on the results of the study, and not through the dissemination of assumptions or unverified information. In this regard, Danielyan announced that the commission will soon begin its full operations, regularly providing the public with information on its work and findings.
"I call on all political forces, public organizations, and individual citizens to exercise restraint and responsibility, promote healthy public debate, and refrain from making assessments that could damage the reputation of the state institutions of the Republic of Artsakh until the relevant studies are completed. Our shared goal should not be to deepen the atmosphere of mutual accusations, but to uncover the truth, restore public trust, and foster a responsible attitude toward state institutions," the NKR Parliament Speaker concluded.
As a reminder, on June 18, Danielyan reported that unverified information about funds associated with Artsakh Fruit CJSC had begun to circulate online and on various social media platforms. Specifically, as the Speaker of the Artsakh Parliament explained, unknown individuals had spread information claiming that the company had transferred funds to him for personal expenses. In this regard, Danielyan explained that Artsakh Fruit CJSC transferred certain funds to him, as Chairman of the NKR Parliament, solely to support official activities and cover related expenses. Against this backdrop, he announced his intention to form a special commission in the coming days, tasked with comprehensively examining Artsakh's 2023 state budget expenditures, as well as all circumstances related to the intended use of these funds.
