ՀՀ վարչապետ. Մենք կփորձենք միասին վերլուծել և պարզել, թե ինչն է խանգարում հասնելու տնտեսական աճի ավելի բարձր ցուցանիշների

 Հայաստանում տնտեսական աճի հարցն
առավել քննարկվողն է ԶԼՄ-ներում, մեկնաբանություններում և քաղաքական
գնահատականներում: Դեկտեմբերի 27-ին մամուլի ասուլիսում այդ մասին հայտարարել է
վարչապետ Տիգրան Սարգսյանը` պատասխանելով առաջիկա տարիներին ՀՆԱ 7 տոկոս աճ
չապահովելու դեպքում կառավարության հրաժարականի վերաբերյալ նախագահի պահանջին
առնչվող հարցին:


 


Ինչպես նշել է
Տիգրան Սարգսյանը, պետության ղեկավարը հստակ պատասխան և պարզաբանում է տվել այդ
հարցին: «Մեր քաղաքական թիմի ղեկավարն ավելի բարձր նպատակ էր առաջադրել տնտեսական
աճի մասով: Նպատակն այն էր, որպեսզի կառավարության անդամներն առավելագույնն անեին
երկրում տնտեսական աճի ապահովման համար», - նշել է վարչապետը: Նա հավելել է, որ
բյուջեի նախագիծն ԱԺ ներկայացնելիս հրապարակած ցուցանիշները փոքր-ինչ տարբվում են
«քաղաքական թիրախից», քանի որ, մի կողմից, խոսքը վերաբերում է տնտեսական
հարթության ցուցանիշներին, մյուս կողմից` քաղաքական հարթության թիրախին: «Առաջադրվասծ
քաղաքական թիրախին  հասնելու համար
անհրաժեշտ են առավելագույն ջանքեր, հաշվետվություն այն մասին, թե ինչպիսին էին
ջանքերը այդ նպատակներին հասնելու համար, օբյեկտիվ և սուբյեկտիվ եզրերի սահմանում,
որտեղ ձեռք են բերվել հաջողություններ և եղել են անհաջողություններ: Այդ
հաշվետվությունը մենք կներկայացնենք հասարակայնությանը: Ինչպիսին կլինի 2013 թվականի
ցուցանիշը, որ ոլորտներում են ցուցանիշներն ավելի վատը, մենք կփորձենք միասին
վերլուծել և պարզել, թե ինչն է խանգարում հասնելու տնտեսության աճի ավելի բարձր
ցուցանիշների», - հայտարարել է Սարգսյանը, փաստորեն, խուսափելով պատասխանել ուղիղ
հարցին:


 


Հիշեցնենք, որ 2013 թվ ականի մարտի 18-ին նախագահի
նստավայրում խորհրդակցության ժամանակ Սերժ Սարգսյանը հայտարարել էր, որ
կառավարությունը, որը չի կարողանա ապահովել 7 տոկոս տնտեսական աճ, պարտավոր է
հրաժարական տալ: 2013 թվականի դեկտեմբերի 13-ին Էկոնոմիկայի նախարարությունում
խորհրդակցության ժամանակ նա հյատարարել էր, որ 2014 թվականի փետրվար-մարտ
ամիսներին կառավարությունից ակնկալում է խորը և մանրամասն վերլուծություն` Ազգային
վիճակագրական ծառայության կողմից 2013 թվականի սոցիալ-տնտեսական արդյունքների
ամփոփումից հետո:


 


Մինչդեռ, Ազգային վիճակագրական ծառայության տվյալների
համաձայն, 2013  թվականի երրորդ
եռամսյակում Հայաստանի ՀՆԱ ծավալը կազմել է 1 283,5 մլրդ,  2012 թվականի նույն ժամանակահատվածի համեմատ
ավելանալով 1,4%-ով: 12 ամսվա ինֆլյացիան հաշվետու տարվա նոյեմբերին կազմել է 6,6%:
Հայաստանի 2013 թվ ականի պետբյուջեում ՀՆԱ աճի ցուցանիկշն ամրագրված է 6,2%
մակարդակում, իսկ ինֆլյացիան նախատեսված է 4% (+1,5%) մակարդակում:
